Susan if correct.  

This could be a burr from drilling or a piece of the copper wall pulled
away.  It is almost certainly copper underneath that is coated with solder.
It might even be some of the polyimide that was torn during drilling,
metalized by electro less or direct plate and then electrolytic copper.

It may not be a catastrophic defect. Sections will probably tell you the
hole wall is okay.  If you do not insert anything in the holes you can use
the circuits.

Hi technetters,

We recently received flex cables with PTH that have holes blocked by some
kind of solder
webing.  I've asked Steeve Gregory to post them on his web site.  I would
like to have
opinions from the experts out there.  Even though the supplier has been
asked many times
to correct the process the flex circuits often have that defect... Any idea?
