One of our customers began experiencing this, and we did some pretty thorough
research, and found it was exactly what Phil thought it was...holes in the
Copper foil, allowing epoxy resin to seep through.

The customer set up incoming inspection on laminate using a black
light...FR-4 glows when hit by black light...and has gotten their vendor to be more
careful of the Copper they use.

We are seeing a lot of Copper foil being imported that is not up to the usual
standards, and it seems to cause this problem more often.
