Sounds like you're on to something.  It's very doubtful (wanted to say no way - but never say never) an effective pumice scrub will leave a "new penny" shine on a copper surface.  To be effective the pumice has to change the surface topography of the copper by removing oxides, etc.

Hi All!

Well, I took a board that was from the same fabrication panel, ran it across
the wave, and washed it...then again observed the mask sloughing off like a
snakes skin.

According to our fab vendor, the pumice scrub prior to soldermasking was
signed-off as completed on the production paperwork, but the process engineers
there acknowledged that it didn't look like it had been done from the pictures I
sent them (the same ones on my web page).

I'm sending them the bare fab that I had ran through the wave and wash today.

Thanks for all the inputs! You guys are right on the money almost every
single time!
