I see you got two GREAT replies. Wow!!
I can't in anyway add to those Great replies.

To your questions 1, 2, 3 I would say YES

Testing of employees forms a baseline so I would do it.
 If you find elevated levels of Pb lots of reasons could exist and should
  be addressed as they come up.

Yes you should be concerned for best practices, and try to follow them
which includes the practices given in these two great replies. Yes you can
still keep on hand soldering applying best principles watching for hand,
mouth, breathing, and skin input points for lead or anyold toxic.
