My suspicion is that you want to remove a LOT of copper, and not touch a very light coating of Silver...and whereas most copper etchants attack silver only a little...only a little may well be too much for you.
Suggest you look at Peroxide/Sulfuric types... contact my honorable competitors, Electrochemicals, if you are going to be doing this in a production mode, they seem to have this technology pretty well wired.
