Bruce,
To my opinion you have to look on the purpose of the request and not on the
request itself.The purpose is to assure minimum of annular ring,especially
to have good connection to the conductor.
I would ask some questions:
-what is the minimum annular ring on coupon??
-what is pad diameter and hole diameter in the coupon compared to what
actually exist in the panel itself ? Usually coupons do not represent the
combinations existing in the panel
- does your manufacturer add teardrops??? This makes request for annular
ring of 2 mills less important.
