Tom,

According to IPC-2221, you can expect a minimum of 0.2mm, or .004" (section 9.2.2, pg 71).  "These tolerances only take into account drill positioning and drill drift.  The basic hole position may be further affected by material thickness, type, and the copper density."

Do you specify true position as RFS or MMC?  MMC will give you that nice bonus tolerance.  You may want to just poll the vendors that you currently use, just to see what the typical numbers might be.

Greetings guru's,
I have an inquiry into hole location tolerance, especially directed to our
many PCB manufacturers listening in.

What is the best reasonable tolerance you can expect, world wide,
(overseas as well as domestic suppliers), for positional location of
plated and unplated holes, without adding addition cost to the circuit
board?

Expressed in a true position format, would a diameter of 3 mils. be
unreasonable?  dia. .005?

Assume a moderate volume of production.
