You mare suffering from inner-layer separation. ILS comes in 3 flavors, and
unfortunately they typicallly involve the whole lot or may be even systemic to
the design. Also unfortunately, there is no non-destructive screening
methodology--it would also not be very useful, since you would be screening out
essentially everything.
The failure mode tells you where your problem lies, and how to fix it in
future product.
