Actually, a certain amount of dewetting is allowed...it's just kind of hard
to measure that 5% - 15%

To answer his question...

On Class 2- 3 boards, dewetting must not exceed 5% of the land area used for
solder connection
On Class 1 boards, dewetting must not exceed 15% of the land area used for
solder connection
