Hi Jim
IPC SM-782 is an excellent place to start.  There are also design
services ("SMT Plus" may be one) that will generate pad libraries for
you.

Hi,

Where can I find specifications on what the pad sizes should be,
particularly for 0603 components or SOT, and SOD-123 components, but
really
any component in general?  We recently ran a new board with the
supplier
recommended pad, and footprints, but this layout will require an
almost
perfect placement, and inspecting for a properly wetted fillet is not
possible because there is not enough pad space to provide a good
fillet.  I
have specifications from the supplier, but I question where their sizes
come
from.  What standard can I obtain that shows recommended pad sizes for
different components.
