Lifted land/pad criteria is covered in IPC-A-610C Clause 10.7.2 starting
on page 10-18. While the illustrations show lands associated with
through-hole leads, Clause 1.2 is very specific that words take
precedence over the illustrations and there are no words in 10.7.2 that
restrict this criteria to through-hole lands. This applies to via or
test probe lands as well as through-hole termination lands.

1.4.3.5 is not clear as to it's meaning and is often taken out of
context. When IPC-HDBK-610 was developed statements of interpretation of
1.4.3.5 were added as follows: 
This statement has two meanings. 
* When no criteria for a specific condition is provided in this
Standard, nonconformance needs to be determined by the supplier and may
require agreement with the end user; see 1.3 for additional information.

* When the Standard states a specific acceptable criterion but does not
provide a corresponding defect criterion, nonconformance needs to be
determined by the supplier and may require agreement with the end user.

Revision D of 610 (still in development)  has a little wordsmithing on
the statement to change the "are acceptable" to "may be acceptable" to
reinforce that a decision has to be made: "Conditions that are not
specified as defective or as a process indicator may be considered
acceptable unless it can be established that the condition affects end
user defined form, fit, function, or reliability."

Could anyone provide an interpretation of the requirements regarding the
pads or lands on via's?  Presently I have some that are missing, but
there
is no trace connections at these points.  The pads were used as Test
points
during GENRAD testing.  Does anyone feel this is a defect or can it be
discounted using para 1.4.3.5 as a condition not specified?
