That maybe so Sherif but in a mass production environment I suspect you
have to take special care to achieve such a good tolerance - after all
the top surface of the board will vary with it's thickness.
I'd suggest +/-0.10mm, or +/-0.004" to those of you who object to
'communist' dimensions, would be a reasonable assumption in the absence
of better data.
