It depends upon the design of the circuitry. If the designers have incorporated ESD protection circuitry into the design then the risk is minimal. If the connector pins are connected directly to sensitive circuitry, then the risk can be as high as if the components were not mounted on the board.

considering that there is a connector (no cap on it) that is connected to
