If the supplier met your "requirements" (((however vague they may have
been)) then you recieved what you asked for.

If you failed to specify a particular thickness they in "theory" they are
free to apply whatever thickness they desire...however...they should provide
a thickness that will allow the board to function as they believe it is
intended too...hmmm...sound confusing??? thats why good communication is
important.

Failures will happen when copper is plated too thin...trace failures (excess
current for the size trace), voids, blowholes, outgassing, etc may occur
during assembly operations...to name a few...

The starting condition does not necessarily dictate the final finish
thickness...the choice of using 1/4 oz., 1/2 oz., 1 oz., etc is usually the
result of the desired finish thickness...plus...trace width and space...a
board may begin as 1/4 oz and end up as 2 oz...may start at 1/2 oz. and end
at 1 oz.... it all depends on the design...

My suggestion...lay down some basic guidelines or inspection/acceptance
criteria for your board shop to follow...also...also...also...solicit some
feedback from them, let them know what the function of the board will
be...they may have thoughts or suggestions too...
