We make gauges from hardened steel gauge plate. Take a piece about 20mm wide
X 40mm high x 3mm thick then grind out a section from the middle of one
(20mm wide) end the same depth as the max. lead length required, and about
3/4 of the width of the end. Chamfer or radius the outside edges on this
ground end a little to avoid damaging anything it cones into contact with.
You can them place this end squarely on the PCB and run over the protruding
lead ends. If it clears the ground out area then it is acceptable.

Making the gauge from hardened steel gauge plate means a nice accurate
gauge. Also it will not wear too quickly.
