Rudy,

I believe you inadvertently mislead the guy on the cobalt plating set-up.
The work is connected to the negative (-) side of the DC power supply, not
the (+).

Cobalt plating has some characteristics similar to Watts nickel
formulations.  Nickel/Cobalt was briefly considered as a substitute for
nickel electrodeposits many years ago when there was a worldwide nickel
"shortage".  Nickel plating additives could work.  Postum (sic) and even
instant coffee are known to have been used as plating "brighteners" too.
