David,
Your decimal point is off.  It is going to be either 0.2% or 0.1%.

And although we might wish it would that simple, it most likely will not.

I have heard several times from different people jokingly or maybe not that
since the requirement seems to be based on an allowable 2% lead by weight
(US proposal) to still be considered lead free, that many assemblies could
have heavy heatsinks or other weights added thereby reducing the percentage
by weight of the lead in the assembly. I hope somehow that is worked out by
that committee.

However, there is a group in IPC working on definition of a calculation and
declaration methods of hazardous materials contained in electronic products.
