Mike, a good information source is 'How to Perform Skip-Lot and Chain
Sampling' by Kenneth Stephens, ISBN 0-87389-325-5, published by American
Society for Quality.  ASQ phone is 800-248-1946.  Cost is about 20$.  The
book is not very big and is paperback.

The basic idea of skip-lot is you have two parameters: 'largest tolerable'
or 'lot tolerance' percent defective, (LTPD),clearance number, and fraction
inspected.  Once you choose an LTPD you will have options on the combination
of clearance number (the number of lots that have to pass before you can go
into a fractional inspection)and the fractional inspection percentage.

Low clearance number means high fractional inspection, and vice versa.

I have an old edition of Montgomery's Statistical Quality Control book and
it descrines skip-lot sampling.
