I do not know of any such spec. There was, under the MIL standards a limit on repairs but not as far as I know a restriction on rework.

I am currently looking for a spec., that includes a criteria, for how many
times a production unit or board may be reworked before it is determined not
suitable for flight hardware. I was under the impression it was up to our
customer, but have recently been told there was a spec. out there. I have
not yet been able to find one. Can anyone help? Thanks! You guys are great!
