FR4 comes from NEMA (National Electrical Manufacturers Association) grading.
FR = Flame resistance 4 = Epoxy/Glass
FR1 & FR2 are phenolic/paper
FR3 = Epoxy/Paper
FR5 = Epoxy/Glass high retention of flexural strength at elevated temps
