I have to agree with your customer.  If you change std based on material
change, e.g. FR4 vs polyimide, you might causing more of problem due to
extreme temp or dielectric issues.  Some of them of old spec required
thermal shock PWB qualification, but not the new one.  As for 2000C, the
solder joints acceptance criteria are different based on my knowledge
(hole fill, shinny joints etc.etc.).  It may got something to do with
reliability.  When you send something out of space, you possibly only
got one shot deal.  If the project engineer does not feel comfortable
with the change and he is the one put his neck on the line, you should
respect his opinion (unless you are the project engineer and sign on the
dotted line and take full responsibility for what ever the mission).
NASA usually is very good.  They must have some good reason not accept
the change.
