Surprise...

One circuit is 3.85" x 1.70", the other in question is 5.6" x .61".  The copper area on each circuit is fairly well balanced, each layer.  Each copper layer is 1 oz.

The problem you are stating is one played out all the time in the flex
manufaturers  the main problem is one of movement with in the pannel on
large or long flex circuits 2 -4 layer I have seen pannel move 20 mils. yes
tighter toerance can be done but your pannel nneds to be balanced in copper
area all sides, the cover coar is probably drilled and a manufaturer can
individualy measure each pannel and tweek the drill file to comensate some
what but its expensive and slow. so I would guess the board is not a small
unit from what the circuit fab house is requesting. re submit with size and
copper weights and area on all sides and we may be able to help you.
