Dann,

We are currently looking at Aegis' Circuitcam for off-line programming and process documentation.  They have a BOM
program , Checkpoint, that looks to be very capable when it comes to importing foreign BOMs, using mfg. part numbers,
and interfaces with MRP.  May be what your looking for.  I got a demo disk from them but haven't had time to play with
it.
