I would say there can't be any finish on them at all.
[If they were fish you would have to put them back as undersize.]
I would say a 7 day limit makes them unfit for purpose. This is either a
mistake based on some misunderstanding or someone has got their knickers in
a knot and is worried about the legal implications of being sued for not
being able to solder the parts if stored for longer. Clearly anyone who uses
the parts after a week now has no redress if they don't work, even if the
parts are finished to normal standards of workmanship.
