I replied to Steve at length offline but another thought came to mind.

My ISO system allows us to initially add, remove, alter or do whatever needs
doing to our process steps (The build Instructions), because no two jobs
really are the same unless they are production re-orders. (I wrote it that
way on purpose)  Every possible step is outlined in the Master ISO process
as a single flow chart with references to appropriate resources, and there
are process instructions for every possible task in our building(s) as
seperate uncontrolled training tools. Our process travelers start out as
uncontrolled (Because they are all different and customeized for every
individual job) but the information they conatain or that we add about the
job becomes a controlled record of the job and is handled as such at the
end.

We do alot of prototype.  We just plug in the necessary steps, leave the
unnecessary ones out print and go. No agonizing. It can't work for everyone,
but we manage it rather well.  Less paper more actual work.
