I think I understand.

The SR received the MSD in MBB. During JK the SO may open a MBB, take out
the QN and put them in another MBB, and then seal both MBBs immediately.
Production get all the MSDs in MBBs which they only open before JS.

Sorry for being an SOB but I just couldn't resist. Hope nobody gets PO'd.
