If you're employing ESD susceptible devices, J-STD-001 requires you to
implement an ESD control program that conforms to ANSI/ESD-20.20.  A-610
makes generalizations about an ESD control program and forwards the reader
to "ANSI/ESD-20.20 and other related documents".  ANSI/ESD-20.20, Table 1
recognizes a "garment" as an optinal element of a protected area, but other
than that does not address the topic.  ESD TR20.20 addresses selection,
proper usage, and maintence of garments in 5.3.13.  It states that "the
application ESD protective clothing should be a consideration in ESD
protective areas where the more sensitive Electrostaic Discharge Sensitive
items are handled."
