It has been my experience that loose plating is because the underlying
surface was dirty when the plating was done.

Fixing it should be easy, clean the surface (stripping plating that is okay
is not necessary) and replate.  With immersion plating, the metal builds up,
and stops (is self-limiting) and thus you will not build on to existing plating.
