James,
I'd go back to my board fab company and tell them to clean their immersion silver plating line.  If you are seeing silver pull off the board that usually means the chemistry isn't in control and the rollers in the plating line have silver plated on them and when they toudh the board surface they transfer small pieces of silver to the board.  These small pieces are not plated on the board but "lightly stuck" (i.e., they will pull off if you do a tape test.

We are currently building boards with emersion silver. I have 2 questions.
1: We have 2 boards where the plating has come off (small 1/8" diameter
circle) and on some mounting holes on the other. What are some of the ways
to repair it?
2: We are using kapton tape to protect silver ground plane in the SMT
process from solder balls?
Is this the norm or is there a better way?
