Hi Steve,

I have heard of this from a local service guy.  The
issues is that many equipement manufacturers are not
selling enough new equipments, and their technical
supports are getting calls from people who have
purchased used equipment.  To cover their expanse and
to make a profit, they are charging registration fees,
and the fee is a yearly fee.  Unless you have people
that knows the machine inside out, you really need to
think it over before buying an used equipement, since
they are charging annular registration fees.  Another
option is to find a service guy they the manufacturer
has laid-off to service you equipment, since due to
the business slow down, manufacturer has laid-off
quite a few of their service people.
