Best process?  Depends on the coating, on how many parts you have to
strip (and what you are trying to accomplish), and on what your end
results have to look like.

If you are trying to strip the entire board, then yes - a chemical
stripper is the way to go.  The manufacturer of the coating can
recommend a method and chemical, it depends on the coating you've
applied.  Be sure to clean it well afterwards!

If you are locally stripping a small area:
 - you can use the chemicals,
 - you can mechanically remove it (scrape it off with an X-Acto knife,
but carefully!!!),
 - you can remove it with a hot air jet to soften it (then lightly
scrape),
 - you can sand blast it off with an appropriate ESD safe abrasive and
proper setup (depending on the coating, we've got one that this won't
work on)
