The 50% trace reduction, if that is what you would use also has criteria for
length of trace affected...not sure what the actual area of this particular
defect are but just from the picture, and what I've seen in fabrication in
the past, this is most likely not an isolated defect...I would wager a
closer look at the board will identify other...conditions such as that
shown...

As for vias, or plated through holes as well...current flows through a via
quite different then through a trace...imagine the via squeezed in the
center, sort of like an hourglass...now...pour water through it...thats
about what I believe is happening to current through a trace looking like
that shown...resistance at the point of reduction...of course I could be
wrong...(ducking as the engineers start steaming...)
