The products contained in the deformed bottles contain volatile organic
solvents.   The solvents "dissolve" in the HDPE, and are transported to the surface
of the botttle, where they evaporate, and are replenished by more solvent
from the contents, thus the solvents evaporate right through the bottles.

Large retail corporations formulating chemicals for mass consumption, like
for instance Proctor and Gamble, have whole departments that do nothing but
check compatibility of packaging with the contents.  Other small chemical
companies may not have these resources, or frankly may well be aware of the the
phenomenon, but given the choices of containers available may well have decided that
this is the lesser of the evils available.
