My OEM expectation is that if there are unpopulated sites they remain
virgin. I also agree that it would be very very prudent of the OEM to
document the depop sites and to write language on the module documentation
that depopulated footprints shall not have any material added (paste;
epoxy) to the pads.

Then I would definitely expect a call if they were accidently pasted.

For 2 versions of the same base board with different component adds (depop;
pop some; pop all ...) I would expect the OEM to have either different part
numbers or different version numbers; whatever their system and one the EM
understands the implications of.

So, question from the OEM to the EMs: is this a big deal? why?
