The board shop would only be at fault (partially) in this case if they
failed to express the fact that immersion tin is a poor coating for
press-fit connectors...the remaining fault would be the process or design
personnel...

HASL is by far a better coating for use in press fit connectors...as you've
noticed from the exposed copper...and yes, the hole wall will look pretty
cra**y...

This is one of those (DOH!!! we did not think this assembly process through
well enough) situations
