Carl,

The tan laminate is more than likely to be either FR2 or FR3. Both are paper
based, FR2 is phenolic resin, Fr3 is epoxy resin. The IPC references are:-
FR2 = IPC 4101/03.                FR3 = IPC 4101/04.

BTW Doug,
CEM1&3 aren't cyanate ester laminates. CEM 1 is a paper core with a woven
glass surface bonded with phenolic resin.
CEM3 is is a non-woven glass core with a woven glass surface bonded with
epoxy resin.

Carl, the tan material you see is probably CEM-1 or CEM-3.  CEM stands for
Cyanate Ester - Modified.  It is a low cost laminate that is more often
punched than routed, and usually single sided.  Never used in Class 3
electronics (at least by smart people).  Usually only class 1 stuff.
