The ESD Association has a new Packaging standard that is not quite
available, my understanding is it is off to the printer.  It has been
through industry review, ESD S541 Packaging Material for ESD Sensitive
Items.

It includes: "Note: There is no correlation between resistance measurements
and the ability of a material to be low charging."

I was in a Packaging Working Group committee meeting, and said something
like, "well there is some correlation that if a material is
conductive/dissipative it will likely be less charging than an insulative
material.  Right?"  Similar to Eric's comment "The strips are black and
give the appearance of being made of a conductive material. But not so. I
have measured 100kV static..."

I was sternly told: There is no correlation between resistance measurements
and the ability of a material to be low charging.

Hi Graham,
Having been responsible for starting the recent discussion on
abbreviations, I will be careful how I answer this query.
We receive matrix trays with Velcro strips securing them. The strips are
black and give the appearance of being made of a conductive material. But
not so. I have measured 100kV static when removing the strips quickly and
20kV when taking them off slowly. I prefer elastic bands, they generate a
little static but they are not in the same league as the Velcro.
