This looks like a core build. is this true or is there foil on the outer
layers. Reason being that core builds lend themselves to warp as well. But
the location of the .028 core is trouble as well.

Do you really think swapping the prepreg as you wrote would make a
significant difference? I'm thinking unless that 28 core is not moved to the
center, or split between two lesser, balanced cores, you will still end up
with a pringles, unsalted...

Is that 28 core there for a specific impedance requirement?
