I have had my IPC 610 Class A instructor certification for 3-4 years now. In that time I have certified about 50-60 people. Most of those were for the company I worked for but about 15 of those were for other companies. Of that I would say that after the class there was more awareness to the requirements. The operators did use the training and understood the requirements more. I think the program for both them and myself has been money/time well spent.

Unfortunately I have come to learn that there is more need for this training. I have come across many instances were the customer wants a class 2 product but really doesn't like the minimum solder joint. This is really apparent with through hole parts.
