Yes I do think it would help.
It would help even more to do as you suggest also.
I can't say why the dummy core is where it is ...only the customer can, maybe for impedance, although that's an awfully thick dielectric spacing for a controlled impedance layer.

Do you really think swapping the prepreg as you wrote would make a
significant difference? I'm thinking unless that 28 core is not moved to the
center, or split between two lesser, balanced cores, you will still end up
with a pringles, unsalted...
Is that 28 core there for a specific impedance requirement?
