I believe you will find the IPC 7711/7721 Rework/Repair and Modifications
manual helpful. The procedure for lifted pad repair using the film adhesive,
according to 7721 manual (don't recall the section #) has the highest level
of conformance.
I attended the instructor certification at Soldering Technology International
recently and now see ways to cut costs tremendously by repairing instead of
scrapping. You might want to consider sending someone for the operator
proficiency, if not the instructor certification training.
