The problem you are having is not unique to you.  A lot of people have it.

The stripper supplier is supposed to include an ingredient which prevents Tin
from immersion plating, and some vendors, ahh, overlook, including that
ingredient.  Not that this is the only source of the problem, and the only
problem.

All Tin going into the resist stripper is going to have SOME oxide on it, but
some electroplated Tin will have more than others.  If your Tin plating bath
is especially milky, this can be a source of the problems.  The milkiness is
from Tin oxide which is not soluble in the plating bath, and which can
co-deposit with the Tin metal.  This extreme excess of Tin can "overwhelm"
the small amount of inhibitor in the resist stripper, and consume it.

Now, a proper stripper vendor would sympathize, and GIVE you more inhibitor
to add, to allow you a band-aid, to get you through this problem, until you
got the Tin oxide filtered from your plating bath....

And, just because I am feeling SO glad to be back from the IPC show, which
was a disaster aborning...you coulda had bowling in the aisles, and not hit
an attendee.... I will offer to send you some inhibitor to bail you outta
this problem.
