Dan,
The part is an RF shield, but I don't know whether it has been chemically etched or not.  Ability to rework the shield is related to color.  I tried SERA, but the system gives squirrelly results.  We are doing SEM/EDX right now.  I think I am more inclined to believe it is due to oxide than manufacturing residues, but we should know shortly.

I think I have seen the exact condition you describe. Question; Is the
component a chemical etched Rf shield?
If so what you are seeing is probably residue from the fabrication process.
As far as I know the condition is cosmetic, i.e. doesn't affect
solderability. I consider it a process indicator and contact the vendor when
we see it.
