Hi Mark.

My shop does design, Fab and assembly.  So we tend to address some of those
design certs out of habit rather than requirement, but, we do not reference
them on our C of C.  I suggest you ask them, particularly if it is their
design, a couple of questions. (Diplomatically of course.)

1) 6012A and A600 have comparable references to board fab specs that address
these issues.  You may use the IPC-SM-840 for solder mask, and so on.  See
if they will let you reference those instead.

2) If it is their design, they are responsible for it.  If you are so
inclined, however, there is an evaluation for incoming design or CAM data
that can be used by your CAM guys (or girls) to measure the completeness of
the tools your customers give you to work with. (I think its IPC?)  We spend
alot of time calling customers back about what we see that we don't like,
and this tool can be used to record some of that.
(Can't remember the doc ref. but I'll look for it and get back to you.)

As far as the A-A 56032 its obsolete, I believe, and was replaced by
Mil-l-4355B?, which may also be obsolete, so I can't help you there.
Customers love to reference obsolete specs.

Using the FAB specs, we just put check boxes on the C of C for any number of
these "Special Requirements" and just check them off as they are completed
at inspection.

Lastly, a C of C in the eyes of the ISO community, and probably this forum,
is really a warm fuzzy type document, as you are probably aware, because if
you find something wrong, and people do, it just means more paperwork.  If
you are building to spec, and you want to make any money, you have to do it
right, but then there's this C of C thing that says, we know what you asked
for, but here's another thing that says that we catually did that.  As if a
signed quote actually means they are going to pay on time. You should
probably get one everytime you eat out.  That's probably alot more
meaningful.
