The trace spacing for the entire assembly is reduced by 0.020".

I argued with the shop that if 1 d-code was at fault then only the traces
associated with that d-code should have had a problem. not the entire
assembly.

No the PCB relented and are paying for the rework/rebuild of the blank
assembly.
If the customer rejects any rework on populated assemblies due to reduced
electrical clearances(there is only 1 location with a physical short), that
will be for the powers that be to handle.
