My understanding is that  solder mask got dense structure than the
underlying polymeric material (relatively porous compare to the
soldermask).  You will need solder mask to prevent flux/cleaning
solution/ contaminants to be trapped in the board material.  Of course,
this is in addition to the antiwetting of solder itself provided by the
solder mask (as the name called).  

As usual, just my 1.28 cents (exchange rate went up a bit... I guess my
input got few more cents now than a month ago...;-).
