Blair is absolutely correct.  Here's what it says in ESD Association
Handbook TR 20.20 which replaces the ADV2.0-1994 Handbook.

Worksurface  ESD Handbook TR 20.20 paragraph 5.3.1.13 Periodic Tests
"Periodic testing of worksurfaces is necessary to evaluate functionality.
While not covered specifically in ESD STM-4.1, resistance to ground
measurements verify that the path to the equipment grounding conductor is
intact.  Surface to groundable point or point to point resistance
measurements across the surface are recommended periodically to ensure that
excessive wear, dirt, or coatings do not interfere with worksurface
function. The frequency of periodic testing is normally specified in
corporate operating procedures. However, a common guide would be to conduct
these measurements at least quarterly."

Our advice:
To save time, we recommend Testing RTG but Resistance-to-Equipment Ground
Measure the RTG resistance with a 5# electrode the worksurface furthest
from grounding point snap to equipment ground which can be to any
convenient electrical outlet.  Plug AC Outlet Checker into electrical
outlet or into extension cord plugged into electrical outlet.  Green light
should illuminate; if not, contact electrician to check outlet.

That is only measure RTT or RTG to the ground snap on the mat for
troubleshooting purposes.  In your Compliance Verification Plan it's
important to not state that you are measuring per ESD S4.1, but rather
something like "using modified test methods in accordance with concepts
outlined in ESD 4.1."

document, ESD-ADV-2.0 which I could not find on their web site
(www.esda.org), even to purchase. In most cases I believe they are
treated as a routine maintenance item and are determined by the
organization, or are part of a calibration recall type system. We check
ours once every three months, used to do it once a month but never found
any problems. Wrist straps themselves are usually checked several times
daily, e.g. start of shift, after every break, etc. unless continuously
monitored. Wrist strap testers or continuous monitoring stations I would
put in the cal recall system to be checked yearly.

A little help required

Can anyone point me towards the numbers for the TESTING FREQUENCY for
ESD
Ground mats and wrist strap testing units.

Is it set in stone.
Or is this a statistical process control.
