Depending on how bad they are, you may want to flux with an highly active water soluble flux then tin and wash.

Soaking a few minutes in mild phosphoric acid has worked for us in the past. We used a Kester product, Solder-Nu. One of the lime and scale removers from the local supermarket should work just as well. We had to use it on some customer supplied parts that were 8 yr. old. A few minutes soak and they would tin just fine

I have some THT capacitors that seem to have an oxide layer preventing good solder joints. The parts were purchased about 5 years ago and are stored loose in the stockroom bin. Aside for changing our storage habits and polishing each lead with Scotchbrite before soldering, is there a better, faster or easier way of cleaning the leads before soldering?
