Here is the link for a gerber file viewer I downloaded.  It is called
Viewmate gerber viewer.  I think you have to fill out a brief form in order
to download it.  I was able to modify existing gerbers using this tool.  Let
me know if you have any questions.

Take a look at it and see if it does what you want.  They also have
Viewmaster, another tool that they charge for.  The Viewmate is free.
