See IPC-2222, Table 9-3 & Section 9.2.2, which gives you the following for Level B pwbs (assuming 0 tolerance on lead wire):

For .006 lead (wire), Max hole dia = .033, min dia = .014

For .010 lead, Max hole dia = .037, min dia = .018

Can anyone out there give me an idea of what the lead to hole ratio or hole size should be 
for a lead that is .006" and another that is .010"
